Which ka7500 comparator is used for voltage regulation?

The internals ka7500 comparators are not use for voltage regulation, it's this external comparator which is used in this case. It drive directly the dead time control input to close the regulation loop. The comparator reference is the 5V internal ka7500 ref. Here, I really don't understand the proper of R14,E21 and D1.
